MINUTES <br />CITY COUNCIL <br />JUNE 12, 1990 <br />Scalze pointed out recent Council direction to have <br />Business Development Services meet with representatives <br />of EMC Corporation as well as Mr. Greiman. <br />Blesener felt that the City should pick up the costs <br />involved when it directs a consultant to identify a <br />developer for a property, as an example. <br />Fahey agreed, and pointed out that it will cost the <br />City some money upfront to attract a developer. <br />However, in the situation where EMC approached the <br />City, Fahey felt that costs should be recouped from the <br />property owner. <br />Fahey stated that he did not feel the City should pay <br />the cost of having BDS explain the new TIF legislation <br />to EMC and Mr. Greiman. Fahey also did not feel the <br />City needed to assist in the marketing of the Greiman <br />property since it was a prime piece of property. <br />Collova agreed. <br />Scalze disagreed, and felt that City assistance was <br />needed in the marketing of this piece of property in <br />order to get the best development for the City. <br />Fahey felt that given the increased value of the <br />property as B-3 or Industrial rather than Residential, <br />the property owner would be seeking the kind of <br />high-quality development that the City would prefer. <br />Scalze suggested that if Mr. Greiman is willing to pay <br />the costs involved, BDS should be used to market the <br />property. <br />Fahey suggested that Mr. Greiman be approached on that <br />basis and that the City recoup the costs that have <br />already been incurred on that property. <br />The City Administrator reported that he has not yet <br />contacted either EMC or Mr. Greiman regarding TIF <br />changes since he was waiting for some information from <br />Briggs & Morgan on those changes. The Administrator <br />reported that he will inform EMC and Greiman that the <br />City is looking to recoup its costs and would suggest <br />the services of BDS. <br />Fahey agreed that the City should have an <br />administrative policy requiring a fee sufficient to <br />cover costs involved in rezoning requests as well as <br />the ordinance suggested by the City Attorney.
