MINUTES <br />CITY COUNCIL <br />JUNE 12, 1990 <br />these fees are not paid, the City can assess the costs <br />against property taxes. Fahey also agreed that <br />property owners should be required to sign applications <br />for rezonings. <br />The City Attorney reported that there may be a problem <br />communicating to property owners who are not actively <br />involved in a project. However, agreed that property <br />owners' signatures on applications would be helpful, as <br />well as an increase in fees paid up-front. <br />Blesener stated that he felt the problem was that the <br />City is not collecting enough up-front. <br />Fahey agreed and suggested that costs be monitored, and <br />when deposits are used up, the City should require an <br />additional deposit before the application can move <br />forward. <br />The City Administrator reported that he is studying the <br />situation and looking at what type of system, fee <br />schedule, escrow guidelines, and monitoring system is <br />needed. <br />Fahey suggested that more staff work was necessary on <br />this matter and asked the City Administrator to <br />continue his study and come back with a recommendation <br />for revisions to the City's system similar to what <br />other cities are doing. <br />There was some concern expressed that excessive fees <br />would discourage development. <br />The Attorney reported that statutory legislation allows <br />cities to recoup their expenses, however, whether this <br />will discourage development was not known. The <br />Attorney asked what the responsibility of the City was <br />as far as encouraging development. The Attorney also <br />asked to what extent the City is required to supply <br />certain services. <br />Scalze pointed out that some cities have made use of <br />TIF to build up a pool of money to draw from and use <br />for economic development ventures. <br />Fahey stated that it was his position that the City <br />should not bear unpaid developer costs, and again <br />suggested that the City Administrator continue to study <br />the issue. <br />The Administrator pointed out that the City needs an <br />~ Page 12 <br />
