Fahey stated that the City has to encourage the <br />highest potential use for the property. <br />Frattalone again requested a five-year time limit for <br />the recycling operation. <br />Fahey was concerned with that length of time, and did <br />not feel the other businesses in the area should have <br />to put up with the recycling operation for five years. <br />Frattalone reported that he has only received one <br />complaint about the recycling operation, and that <br />complaint was about dust. Frattalone reported that he <br />immediately too~ actions to resolve the problem. <br />Frattalone felt that if the City put restrictions on <br />the business and he did not live within these <br />restrictions, the City would have the authority to shut <br />down the business. <br />Fahey stated that the Council has to look at the <br />long-term vision for the City, plus the wear and tear <br />on roads. <br />Frattalone again pointed out that Country Drive is a <br />10-ton road and reported that his trucks do not haul <br />loaded on Ryan Drive. Frattalone asked for longer than <br />a year to relocate his business, pointing out that <br />crushing and selling of materials is a year-long <br />process in itself. Frattalone pointed out that it will <br />take at least a year to get a permit for another <br />location. <br />Council discussed the time frame for allowing the <br />recycling business to continue, and it was the <br />concensus of the Council that the hauling in and <br />crushing of materials must be phased out by August 1, <br />1991, with sale of those materials to be phased out by <br />August 1, 1992. However, the Council felt that the <br />operation would have to be subject to conditions such <br />as dust control, screening, submission of a bond in the <br />amount of $10,000 for watermain protection. <br />There was no one else from the qeneral public present <br />wishing to comment. <br />Upon motion by Fahey, seconded by Blesener, the public <br />hearing was closed. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />Page 14 <br />
