MINUTES <br />CITY COUNCIL <br />JUNE 27, 1990 <br />Karen Runestrand, Capital City Glass, stated that she <br />opposed the Ordinance amendment. Runestrand stated <br />that the businesses in the area have been putting up <br />with dust, truck traffic, and noise for many years. <br />Runestrand reported that there are several neighboring <br />businesses who are opposed to the recycling operation, <br />but feel it is worthless to complain to the Council. <br />Runestrand stated that it had been her understanding <br />that Frattalone would fill his property and then <br />develop it. Runestrand stated that the current <br />operation is an eyesore. Runestrand was also concerned <br />about the damage that the truck traffic would do to <br />roads in the area as well as the watermains. <br />Fahey pointed out that the City Engineer has determined <br />that the watermain breaks in the area were not a result <br />of the Frattalone operation, but rather caused by the <br />acidic soil eating away at the bolts used in connecting <br />the watermain pipe. <br />Collova asked if dust has been controlled since <br />Frattalone has begun watering. <br />Runestrand reported that at times dust has been so bad <br />that you cannot see across the street. Runestrand also <br />stated that she believes the truck traffic to be a <br />hazard, and she opposed the ordinance amendment. <br />Tony Frattalone reported that the property in question <br />is still settling. Frattalone also reported that while <br />Runestrand indicates some businesses may be opposed to <br />the operation, of all the businesses they contacted in <br />the area, none indicated that they were opposed. <br />Frattalone also pointed out that the operation was in <br />existence before many of the other businesses in the <br />area. <br />Blesener stated that the business would not be <br />grandfathered and pointed out that it is a year since <br />Frattalone's permit has expired. <br />Ann Knutson, businessowner in the area, felt the <br />Frattalone use was inconsistent with the rest of the <br />businesses alonq Country Drive. Knutson felt that the <br />business should be phased out, however, restrictions <br />should be placed on the operation in the meantime, <br />specifically as regards screening. <br />Fahey stated that he felt the recycling operation was <br />inappropriate for the area and that the City should <br />work with Frattalone to relocate the business somewhere <br />Page 13 <br />
