MINUTES <br />CITY COUNCIL <br />JULY 11, 1990 <br />Council reviewed this recommendation noting the limited <br />parking at Gervais Beach. The Council also discussed <br />the possibility of using Pioneer Park, but here, too, <br />there is inadequate parking to support the crowd that <br />would be attending. It was the consensus of the <br />Council that the only site that could adequately <br />support the display and spectators would be Spooner <br />Park. However, Council felt that weather conditions <br />must be acceptable, otherwise the fireworks display <br />should not be held. <br />The City Administrator reported that the Canadians Days <br />Committee is looking at requiring a$1 million <br />insurance policy from the vendor with the City named as <br />an insured. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 90-7-325 - APPROVING THE FIREWORKS <br />PERMIT FOR THE CANADIAN DAYS COMMITTEE AS REQUESTED <br />SUBJECT TO APPROVAL OF THE FIRE CHIEF WITH REGARD TO <br />WEATHER CONDITIONS, THE CONSENSUS OF THE COUNCIL BEING <br />THAT IF CONDITIONS ARE TINDER DRY OR THERE ARE <br />HAZARDOUS WIND CONDITIONS THAT THE DISPLAY NOT BE <br />ALLOWED TO PROCEED IN SPOONER PARK, WITH APPROVAL <br />CONTINGENT UPON SUBMISSION OF ADEQUATE INSURANCE <br />COVERAGE TO TAE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Fahey, Collova, Scalze, LaValle, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />GARBAGE Blesener reviewed the report of the Public Works <br />RATES Superintendent dated July 6, 1990 regarding the need <br />for increased garbage rates which will reflect the <br />increased tipping fees being charged haulers by the <br />County. Blesener noted that the City's rates will <br />still be lower than other cities with organized <br />collection as well as lower than the rates being <br />charged before the City orqanized its collection <br />system. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-7-326 - APPROVING TAE INCREASE IN <br />GARBAGE RATES AS OUTLINED BY THE PUBLIC WORKS <br />SUPERINTENDENT IN HIS MEMO DATED JULY 6, 1990 <br />Page 9 <br />
