MINUTES <br />CITY COUNCIL <br />JULY 25~ 1990 <br />ADULT BOOK <br />STORES <br />Fahey stated that he does not understand what generated <br />the need for a landscape ordinance. Fahey stated that <br />he has a problem with the tree replacement portion of <br />the landscape ordinance. <br />Scalze stated that one of the reasons that Ryan <br />Industrial Park is in the condition it is is because <br />the City does not have a landscape ordinance. Scalze <br />stated that the City has some nice parcels left to be <br />developed, and felt the ordinance was important. <br />Without the ordinance, development of these parcels can <br />occur up to the 5 foot setback line. <br />Fahey stated that he did not want to be faced with an <br />ordinance similar to the Sign Ordinance. Fahey stated <br />that he wants to be on the liberal end of other cities <br />for landscaping requirements. <br />The City Planner suggested that he review the matter <br />and give the Council some alternatives. <br />Blesener pointed out that the City does not have the <br />staff to enforce these types of ordinances. <br />Scalze stated that she had no problem with looking at <br />what the Cities of Roseville and Maplewood require. <br />Blesener felt the ordinance should require landscaping <br />around parking lots, but loosen up the numbers of <br />landsaaped islands required. Blesener also stated that <br />he did not feel a landscape architect was always <br />required to draw up a landscape plan. <br />Fahey felt the tree replacement requirement was too <br />restrictive as proposed. <br />Council tabled action on the proposed landscape <br />ordinance until its second meeting in August to give <br />the City Planner an opportunity to study the issue <br />further. <br />The City Planner stated that he would have a <br />recommendation regarding the regulation of adult book <br />stores at the Council's second meeting in August. <br />FRATTALONE Council reviewed the proposed Frattalone Development <br />DEVELOPMENT Agreement which has been reviewed by both the City <br />AGREEMENT Administrator and City Attorney. The Planner reported <br />that Mr. Frattalone has a copy of the Agreement, but <br />has not yet commented on it. <br />PA6E 25 <br />
