MINUTES <br />CITY COUNCIL <br />JULY 25~ 1990 <br />how City staff will be able to maintain the ditches in <br />their present condition. <br />Scalze suqgested that any drainage improvement should <br />be assessed against the property owners. <br />The City Engineer stated that he could not make a <br />recommendation until he had further information. The <br />Engineer also reported that he is recommending that <br />City staff conduct neighborhood meetings to discuss the <br />situation with the property owners and present cost <br />estimates. The Engineer pointed out that if the <br />project becomes a City project, staff and engineerinq <br />time could make up 30 to 40 percent of the project <br />costs. <br />Council was concerned about the potential cost. Fahey <br />pointed out that the previous City Engineer had done <br />some work on this matter, and stated that he did not <br />want to see work duplicated. <br />The City Administrator reported that the lots need <br />regrading and perforated pipe should be installed under <br />the swale area to carry run-off. <br />Scalze stated that the City should do the work and <br />assess the cost. <br />The City Engineer pointed out that in some instances <br />the swale is located outside the easement. In others, <br />there are trees in the swale area. <br />The Administrator reported that the City could go ahead <br />with a feasibility study and an improvement hearing. <br />However, it was thought that with the diversity of <br />issues present additional research and input from the <br />property owners was necessary. <br />Fahey expressed concern about costs. Fahey asked that <br />the City Engineer give the City a not-to-exceed cost <br />estimate. <br />LANDSCAPE Blesener reported that he has reviewed the proposed <br />ORDINANCE landscape ordinance as well as the study that the <br />Planner did detailing other cities' ordinances. <br />Blesener stated that it appears that the proposal <br />before the Council combines the most restrictive <br />regulations of all the cities. Blesener felt that such <br />a restrictive ordinance would require more staff time <br />and follow-up to enforce. <br />Page 24 <br />
