MINUTES CITY COUNCIL JULY 25, 1990 The City Administrator reported that he will review the contract to verify. The Administrator suggested that since smoke detection is required by Code, this item should be covered in the contract. Council discussed the need for a security system, and it was suggested that at a minimum, the wiring be put in place for such a system. The City Administrator was instructed to discuss these items.with the architect and construction manager and report back to the Council. CANADIAN LaValle reported that he discussed the issue of DAYS fireworks at Canadian Days with the Fire Chief who FIREWORK5 strongly opposes such a display in Spooner Park. Based on this discussion, LaValle made a motion to reconsider the matter. This motion died for lack of a second. The City Attorney suggested that should the fireworks display be held, the City and the operator should have insurance coverage. The Attorney also reported that it appears that State Law requires the Fire Chief's approval for fireworks displays. Mr. Collova introduced the following resolution and moved its adoption: RESOLUTION NO. 90-7-361 - RECONSIDERING APPROVAL OF TAE FIREWORKS PERMIT FOR CANADIAN DAYS The foregoing resolution was duly seconded by LaValle. Ayes (4) Collova, LaValle, Blesener, Scalze. Nays (1) Fahey. Resolution declared adopted. Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION N0. 90-7-362 - AUTHORIZING, TO THE EXTENT REQUIRED BY STATE LAW, THE FIRE CBIEF'S REVIEW OF THE FIREWORKS PERMIT FOR THE CANADIAN DAYS CELEBRATION The foregoing resolution was duly seconded by Collova. Ayes (4) Fahey, Collova, Blesener, Scalze. Nays (1) LaValle. Resolution declared adopted. LaValle indicated that based on his discussion with the Fire Chief, he was opposed to a fireworks display at Canadian Days. Page 30
