MINUTES <br />CITY COUNCIL <br />JULY 25, 1990 <br />The City Administrator reported that he will review the <br />contract to verify. The Administrator suggested that <br />since smoke detection is required by Code, this item <br />should be covered in the contract. <br />Council discussed the need for a security system, and <br />it was suggested that at a minimum, the wiring be put <br />in place for such a system. The City Administrator was <br />instructed to discuss these items.with the architect <br />and construction manager and report back to the <br />Council. <br />CANADIAN LaValle reported that he discussed the issue of <br />DAYS fireworks at Canadian Days with the Fire Chief who <br />FIREWORK5 strongly opposes such a display in Spooner Park. Based <br />on this discussion, LaValle made a motion to reconsider <br />the matter. This motion died for lack of a second. <br />The City Attorney suggested that should the fireworks <br />display be held, the City and the operator should have <br />insurance coverage. The Attorney also reported that it <br />appears that State Law requires the Fire Chief's <br />approval for fireworks displays. <br />Mr. Collova introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-7-361 - RECONSIDERING APPROVAL OF TAE <br />FIREWORKS PERMIT FOR CANADIAN DAYS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Collova, LaValle, Blesener, Scalze. <br />Nays (1) Fahey. <br />Resolution declared adopted. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 90-7-362 - AUTHORIZING, TO THE EXTENT <br />REQUIRED BY STATE LAW, THE FIRE CBIEF'S REVIEW OF THE <br />FIREWORKS PERMIT FOR THE CANADIAN DAYS CELEBRATION <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (4) Fahey, Collova, Blesener, Scalze. <br />Nays (1) LaValle. <br />Resolution declared adopted. <br />LaValle indicated that based on his discussion with the <br />Fire Chief, he was opposed to a fireworks display at <br />Canadian Days. <br />Page 30 <br />
