MINUTES <br />CITY COUNCIL <br />AUGUST 8, 1990 <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-8-366 - APPROVING THE VACATION OF <br />THAT PORTION OF SECOND STREET LYING BETWEEN THE <br />EASTERLY RIGHT-OF-WAY OF RICE STREET AND WESTERLY <br />RIGHT-OF-WAY OF MIDDLE STREET~ BETWEEN BLOCKS ELEVEN <br />AND FOURTEEN, AS WELL AS ALLEYS F AND I LYING WITHIN <br />BLOCK 11, RICE STREET MOTOR LINE ADDITION WITHIN THE <br />CITY OF LITTLE CANADA <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Collova, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />IMP. NO. Fahey opened the public hearing to consider Improvement <br />90-10 No. 90-10, the improvement of DeSoto Street lying north <br />of Al1en Avenue to a point 430 feet south of County <br />Road D by installation of watermain and appurtenances. <br />The City Engineer reviewed the proposed improvement in <br />detail, reporting that it involved installation of 900 <br />feet of 12-inch watermain. The improvement is needed <br />to serve the future addition to the Slumberland <br />Building to supply their sprinkler system. A portion <br />of the improvement would be put in privately by <br />Slumberland on their property. <br />The City Engineer reported that estimated cost of the <br />improvement is $53,608.17. <br />The Engineer pointed out that the improvement would <br />abutt both industrial and residential property. In <br />determining how the improvement could be assessed, the <br />Engineer stated that he looked at the cost of running a <br />6-inch watermain, which is the size necessary to serve <br />residential property. That cost was estimated at <br />$40,458.50, which would result in an assessment of <br />approximately $25.62 per lineal foot for residential <br />property. An 8-inch line is necessary to serve <br />industrial property, and the cost of this size line is <br />estimated at $28.40 per lineal foot for the industrial <br />property. Based on this assessment scenario, there <br />would be a shortfall of $10,941.31, which would be for <br />the oversizing of the watermain to 12 inches to service <br />the Slumberland sprinkler system. This shortfall would <br />be borne by Slumberland in addition to their front <br />footage assessment. Total estimated assessment to the <br />Slumberland property is $28,183. <br />Page 3 <br />
