MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1990 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Fahey, Scalze. <br />Nays (o). <br />Resolution declared adopted. <br />The City Administrator suggested that at its next <br />meeting the Council set a date for its Budget workshop <br />meeting. The Administrator pointed out that the final <br />budget needs not be adopted until November or December. <br />Scalze pointed out that salaries usually takes a good <br />share of time at the workshop meeting. <br />Blesener suggested that the City Administrator make a <br />recommendation to the Council on 1991 salaries. <br />USER FEES Fahey reported that he understands that half of <br />Roseville's budget is supported from revenue generated <br />from user fees. Fahey suggested that the City <br />Administrator study the issue of user fees, and make a <br />recommendation to the Council on this matter. <br />Fahey also reported that the 10% of gambling revenue <br />collected by the City of Arden Hills goes into their <br />General Fund rather than Park Development Fund. <br />Scalze reported that Arden Hills is also collecting an <br />additional 3% of gambling revenue for enforcement, <br />which the City is not collecting. <br />Fahey suggested that the staff obtain from the <br />Sheriff's Department a report on the number of calls at <br />the Little Canada Bingo Hall from 1989 to date to <br />determine the number of incidents at the hall. <br />The City Administrator agreed that the City has to look <br />at the issue of increased user fees to make the budget <br />work. The Administrator pointed out that in 1991 the <br />City is only allowed to levy an additional amount of <br />slightly less than $40,000, and the increase in the <br />Sheriff's Contract is anticipated at more than $40,000. <br />Scalze pointed out that other cities have user fees for <br />parks. Scalze pointed out that there is a lot of <br />maintenance required on ballfields, and felt that adult <br />leagues should be contributinq towards upkeep. <br />Page 20 <br />
