MINUTES CITY COUNCIL AUGUST 22, 1990 Kraus-Anderson what they were doing to involve local contractors, and they replied that the bid request was advertised as required. Based on this information, the Administrator reported that he sent out information to local contractors last week. The Administrator agreed that it was an unfortunate situation that he thought would have been better handled by Kraus-Anderson. Fahey pointed out that the request for bids was advertised, and local contractors cannot blame the City because they were not extended a personal invitation to bid. It was noted that the City has the right to reject all bids, and can do so if it finds that no local contractors have bid on the projects. Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 90-8-393 - CALLING A SPECIAL MEETING OF THE CITY COUNCIL FOR THURSDAY, AUGUST 30TH, AT 7:00 P.M. TO REVIEW BIDS RECEIVED FOR THE NEW FIRE 5TATION AND CITY CENTER EXPANSION PROJECTS. The foregoing resolution was duly seconded by Scalze. Ayes (5) Fahey, Scalze, Collova, LaValle, Blesener. Nays (0). Resolution declared adopted. SECURITY Blesener reported that the proposal for City Garage SYSTEM-CITY security system has been tabled at this time. GARAGE 1991 BUDGET Council reviewed the City Administrator's letter dated August 17, 1991 regarding the proposed property tax levy for 1990/91. The Administrator pointed out that the levy is only a proposal at this time, and reoommended that the City propose to levy the maximum. The City always has the option to decrease the final levy approved, but could not increase it over the proposed amount. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 90-8-394 - APPROVING THE 1991 PROPOSED GENERAL FUND AND BONDED INDEBTEDNESS TAX LEVY IN THE AMOUNT OF $1,710,665.00 Page 19
