MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1990 <br />Wright's request for improvement of Noel Drive. The <br />Council informed Mr. Wright at the time that he was <br />responsible for acquiring the necessary road easement. <br />Muriel Johnson Kelly informed the Council that when the <br />property division was approved in 1977, she was <br />required to split off a lot that was 13o feet wide in <br />order to provide 30 feet of road right-of-way £or Noel <br />Drive. <br />Fahey asked if the easement was on record. <br />DeBace replied that the easement was never filed. <br />DeBace reported that the Costa's have been farming <br />their property for 50 years. Aowever, the land is not <br />large enough by today's standards, there£ore, the <br />Costa's have purchased some land further north. The <br />Costa's would now like to plat their homestead and <br />dispose of it. However, Mr. Costa plans to continue <br />his greenhouse operation for the next 2 or 3 years. <br />Therefore, Noel Drive would not be improved until the <br />greenhouse operation is ceased. <br />DeBace reported that there is 33 feet of road <br />right-of-way for DeSoto Street dedicated from the <br />Costa's. The City owns Pioneer Park to the west, and <br />it would be necessary for the City to dedicate an <br />additional 17 feet of road right-of-way for DeSoto. <br />DeBace then reviewed the City Engineer's <br />recommendations with regard to the necessary <br />improvements pointing out that the Engineer has <br />indicated that since the street would benefit the park, <br />the City should participate in street assessments. The <br />storm sewer is in and paid for to the best of anyone's <br />knowledge. The City Engineer feels the storm sewer is <br />adequate, however, there is the need to connect <br />additional catch basins. The City Engineer has <br />recommended that the City participate in the cost of <br />the catch basins. Watermain is in and assessed. There <br />is the need for watermain stubs to the lots on the <br />Costa property, and the Costa's would be responsible <br />for this cost. <br />The Planner questioned whether there was full street <br />right-of-way for the stretch of DeSoto 300 feet south <br />from Allen. <br />DeBace replied that he believed there was full <br />right-of-way in this area as well as adjacent to the <br />Page 5 <br />
