MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1990 <br />Blesener stated that he would like to hear from the <br />residents of the area. Blesener also pointed out that <br />in the Boosalis development there were no other <br />options, and there are other options in this case. <br />Costa commented that some options are economically <br />unfeasible. <br />DeBace again pointed out that Noel Drive is on the <br />City's thoroughfare plan. <br />Mr. Vern Peterson, Vanderbie property owner, appeared <br />before the Council representing his neighbors on this <br />projeot. Peterson expressed concern that the Notice of <br />Public Hearing on this preliminary plat was not very <br />clear, and that the neighbors assumed that Mr. Costa <br />was going to plat his property into lots the same size <br />as those that currently exist in the area. This is the <br />reason that many of the property owners did not appear <br />at the Planning Commission meeting. <br />Peterson pointed out the comment that Mr. Costa plans <br />to stay on his property for the next 2 to 3 years. <br />Peterson reported the many years that the property <br />owners have lived in the area, and their plans to <br />remain. Peterson stated that the residents chose to <br />live in the area because of the large lots and wide <br />open spaces. These residents have no desire to <br />subdivide their property, feeling that the lots would <br />then be too small. Peterson also commented that if <br />Noel Drive is extended through to DeSoto, the <br />assessments will be so high that the property owners <br />will be forced to subdivide and sell their back lots. <br />Peterson reported that the residents are not opposed to <br />the development of the Costa property as long as it <br />does not infringe on their land. <br />Peterson reviewed a map showing where the proposed <br />extension of Noel Drive would lie in relation to the <br />southerly property. Peterson pointed out that the <br />Tierney's would lose their pool area, Peterson's patio <br />would only be 14 feet from the rear lot line, and the <br />Degnan house straddles the lot line. <br />Fahey asked if the neighbors objected to both Noel <br />Drive and De5oto. <br />Mr. Peterson reported that the neighbors he represents <br />object to the extension of Noel Drive through to LaBore <br />Road. <br />Page 7 <br />
