MINUTES
CITY COUNCIL
SEPTEMBER 12, 1990
The City Administrator reported that the contractors
will be responsible for the initial watering of the
trees, and Public Works will make sure that the trees
remain watered.
TAKE HOME OF The City Administrator reported that the issue of
PUBLIC WORKS take-home of a vehicle by the Public Works
VEHICLE Superintendent has arisen. In checking with other
cities, it has been determined that it is standard
practice for public works superintendents to take home
vehicles for ease in responding to emergency,
after-hours call-outs. This has also been Little
Canada's practice in the past, however, it should be
ratified by the Council.
Fahey raised the issue of location of the
Superintendent's residence.
The Public Works Superintendent reported that he lives
within 15 minutes of the City, which the Council
indicated was an acceptable distance.
Blesener pointed out that the public works vehicle is
not to be used for personal use.
The City Administrator suggested that the Public Works
Superintendent should be responsible for any potential
tax issues that arise from IRS rulings on personal use
of City-owned vehicles.
Mrs. Scalze introduced the following resolution and
moved its adoption:
RESOLUTION NO. 90-9-427 - RATIFYING THE POLICY OF
ALLOWING THE PUBLIC WORKS SUPERINTENDENT TO TAKE A
PUBLIC WORKS VEHICLE HOME, EXCLUDING THE PERSONAL USE
OF THAT VEHICLE, BASED UPON A RESPONSE TIME OF
APPROXIMATELY 15 MINUTES FROM THE SUPERINTENDENT'S AOME
TO THE CITY, AND HOLDING THE PUBLIC WORKS
SUPERINTENDENT RESPONSIBLE TO COMPLY WITH IRS RULINGS
REGARDING PERSONAL USE OF CITY-OWNED VEHICLES, THIS
POLICY BASED ON PRACTICES OF OTHER COMMUNITIES
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Scalze, LaValle, Blesener, Collova, Fahey.
Nays (0).
Resolution declared adopted.
UNIFORM Fahey pointed out that past policy was to require the
POLICY Public Works Superintendent to wear a uniform, as
Page 19
