MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1990 <br />other Public Works employees are required to do, as <br />well as require the Superintendent to be a working <br />member of the crew. Fahey stated that he was not aware <br />that this policy had changed. <br />Blesener suggested that he and the City Administrator <br />and Public Works Superintendent come back with a <br />recommendation to the Council on these matters. <br />Fahey agreed that the matter should be discussed at the <br />September 26th Council meeting. <br />HOME RULE Scalze reported that the Ramsey County League will <br />CAARTER be taking a position on the proposed Home Rule Charter <br />prior to the General Election to let voters know how it <br />feels on this issue. The League is asking cities to <br />vote on their position on the Charter prior to the <br />League taking its position. Scalze explained some of <br />the key issues involved which include initiative of <br />referendum and recall as well as the County's bonding <br />authority. <br />Fahey felt that the Home Rule Charter would make County <br />Commissioners more accountable. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 90-9-428 - AUTHORIZING THE CITY'S <br />DELEGATES TO THE RAMSEY COUNTY LEAGUE TO DECLARE THE <br />CITY'S SUPPORT OF THE PROPOSED RAMSEY COUNTY HOME RULE <br />CHARTER <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) Fahey, Blesener, Collova, LaValle, Scalze. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze reported that the issue of charitable gambling <br />will be discussed at the next Ramsey County League <br />meetinq. <br />ADJOURN Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-9-429 - ADJOURNING <br />Page 20 <br />
