MINUTES <br />CITY COUNCIL <br />5EPTEMBER 12, 1990 <br />ANNOUNCEMENT Mayor Fahey acknowledged and thanked Servants of Mary <br />for their $25,000 donation towards the purchase and <br />construction of playground equipment in Thunder Bay <br />Park. Fahey also acknowledged the name change of <br />Servants of Mary to Little Canada Charity Plus, Inc. <br />FIREMEN'S Mr. Bob DeBace, representing the Firemen's Relief <br />RELIEF Association, appeared before the Council and reported <br />ASSOCIATION that the Association is requesting a benefit increase <br />from $1,600 per year of service to $1,800. <br />DeBace reported on the financial status of the Relief <br />Association estimating that benefits were 93% funded, <br />and depending on investment earnings, could be fully <br />funded by the end of 1990. <br />Council reviewed the report of the City Administrator <br />dated September 7, 1990 regarding the benefit increase <br />request whereby it was recommended the Councl table <br />this matter pending review of the financial <br />implications relative to any potential budgeting <br />modifications. <br />DeBace stated that the Fire Department is aware of the <br />financial constraints that the City has to deal with, <br />and again pointed out that the Relief Association <br />believes its benefits will be fully funded by the end <br />of 1990 with the City's contribution and with the <br />benefit increase being requested. <br />Scalze asked if the fund would remain fully funded in <br />1991 if the City decreased its contribution. <br />DeBace stated that he does not know what the effect <br />would be on the fund if the City decreased its <br />contribution. <br />The City Administrator pointed out that his memo does <br />not address 1990, but rather 1991 and beyond. The <br />Administrator pointed out that the $20,000 the City <br />contributes towards the relief fund is a discretionary <br />levy and it would be a policy decision of the Council <br />to determine if this levy would continue. <br />Blesener reported that he and Council Members Collova <br />and LaValle were part of the negotiating committee that <br />made this commitment to the Fire Department based on <br />Page 2 <br />
