MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1990 <br />September 12, 1990 which addressed the bid sections for <br />the two projects that were not awarded at the Council's <br />August 30th 5pecial Meeting. <br />Beckwith reported that he has rechecked the bids for <br />Section #'s 05100, 05200, 05300, 05500 and has <br />determined that the bid of Horizon Fabrications is low. <br />Beckwith reported that he initially believed that the <br />bid of Mannstedt & Son, Inc. was low, however, he was <br />incorrect. Beckwith reported that the confusion arose <br />since the Horizon Fabrications' bid included steel <br />erection labor, while the Mannstedt & Son bid did not, <br />Fahey asked the City Attorney if the City could make <br />the switch in bid award. <br />The Attorney asked if the contractor had been given <br />notice of award of bid. <br />Beckwith replied that no notice has been given. <br />Beckwith also pointed out that his recommendation was <br />to award the bids based on low numbers, and it has been <br />determined that the Mannstedt & Son bid is not low. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 90-9-410 - RECONSIDERING THE AWARD OF <br />BIDS MADE ON AUGUST 30, 1990 FOR SECTIONS 05100, 05200, <br />05300, 05500 AND 05301 WITH REGARD TO THE NEW FIRE <br />STATION PROJECT BASED ON THE ERROR MADE IN ANALYSIS OF <br />THE BIDS AS EXPLAINED BY THE CITY'S CONSTRUCTION <br />MANAGER <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Scalze, Collova, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 90-9-411 - ACCEPTING AND AWARDING THE <br />LOW BIDS OF HORIZON FABRICATIONS SUBMITTED FOR THE NEW <br />FIRE STATION PROJECT FOR SECTIONS 05100-STRUCTURAL <br />STEEL, 05200-STEEL JOIST~ 05300-STEEL DECKING, <br />05500-MISC. METALS IN THE AMOUNT OF $53,600.00, BASED <br />ON THE ANALYSIS OF KRAUS-ANDERSON THAT THESE BIDS ARE <br />LOW AND SUBJECT TO REMOVAL OF THE INDEMNIFICATION <br />CLAUSE FOR HAZARDOUS MATERIALS FROM THE CONTRACT <br />Page 4 <br />
