MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 1990 <br />HERITAGE Council postponed discussion of the Heritage watermain <br />WATERMAIN oversizing pending additional information. <br />ALARM SYSTEM Council reviewed the staff reports regarding alarm <br />QUOTATIONS system quotations for the City Center and Public Works <br />Garage. <br />The City Administrator recommended that the low <br />quotations received from Sentry Systems, Inc. be <br />awarded pending satisfactory reference checks and <br />verification by the construction manager that the <br />systems proposed are acceptable. <br />LaValle suggested that staff contact the Sheriff's <br />Department for a recommendation since they are very <br />familiar with these systems. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-9-418 - ACCEPTING AND AWARDING THE <br />LOW QUOTATION OF SENTRY SYSTEMS, INC. FOR SECURITY <br />SYSTEM AT THE PUBLIC WORKS GARAGE AND CITY CENTER PLUS <br />MONTALY MONITORING FEES SUBJECT TO REFERENCE CHECKS AND <br />DETERMINATION OF SUITABILITY OF THE SYSTEMS <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) Scalze, Fahey, LaValle, Blesener, Collova. <br />Nays (0).. <br />Resolution declared adopted. <br />BOND ISSUE Council reviewed the proposal submitted by Springsted <br />ADVANCED for bond issue advanced refunding. It was noted that <br />REFUNDING this proposal came unsolicited and that Springsted <br />monitors bond issues in an attempt to identify those <br />that can be refunded at a cost savings. <br />Fahey pointed out that the City has done advanced <br />refunding of bond issues in the past. The City can <br />call for bids on the refunding, and has the ability to <br />reject the bids at no cost to the City if it decides <br />not to go forward. Fahey suggested that the City <br />accept the proposal of Springsted since that firm took <br />the initiative to identify the bond issues. <br />Kathy Aho, Sprinqsted, appeared before the Council, and <br />made a short presentation on the history of the firm <br />and its periodic review of outstanding issues for <br />opportunities such as the one being presented.
