MSNUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />that it would be very difficult for the City to assess <br />a property at a later date. Scalze suggested that the <br />only way to handle the situation was to place the road <br />right-of-way so it does not touch Lots 12 and 13. <br />Clinton asked if this would meet the City's subdivision <br />requirements. <br />The City Planner replied that this could be done under <br />the City's platting requirements, however, there could <br />be problems down the line if the property owners wish <br />to divide their lots and need to acquire the strip of <br />property from the Costa family. <br />Blesener stated that the issue of Lots 12 and 13 must <br />be addressed. Blesener suggested that City staff come <br />up with some recommendations for Council consideration. <br />Scalze agreed. Scalze reported that the Mayor wants <br />the issue of watermain and other improvements on <br />Vanderbie addressed. 5calze reported that the City has <br />a petition from property owners in the area opposing <br />any improvements on Vanderbie and Allen Avenue. The <br />petition also included property owners on Edgerton and <br />LaBore Road who would not be effected. Scalze did not <br />believe the City could allow ten new homes to be <br />developed on Vanderbie without City water. <br />B.lesener pointed out that past City policy has been not <br />to allow any large developments without City utilities. <br />Collova and Scalze agreed, and Scalze pointed out that <br />it appears in the future that watermain improvement <br />would go down Vanderbie. <br />Blesener asked Costa when the development along <br />Vanderbie would proceed. <br />Costa estimated that development would begin within a <br />year or two. <br />Blesener asked if there were other ways to get water to <br />the new homes on Vanderbie than running watermain down <br />the street. <br />The City Engineer replied that the City likes to place <br />its utilities within the road right-of-way. The <br />Engineer also indicated that utility improvements are <br />best delayed until there is street reconstruction. The <br />Engineer stated that Vanderbie is not in very good <br />condition, however, immediate replacement is not <br />Page 10 <br />
