MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />warranted. The Engineer indicated that Vanderbie may <br />not need reconstruction for another 4 to 5 years, <br />however, with building construction in the area, <br />construction traffic will hasten the need for <br />reconstruction. <br />Scalze asked if it would be possible to put watermain <br />in on Vanderbie and perhaps only replace half the <br />street. <br />The City Engineer stated that with the condition that <br />Vanderbie is in it would make more sense to replace the <br />street than patch it. <br />Larry Hartman, Allen Avenue, suggested that watermain <br />be placed in the boulevard. <br />The City Engineer pointed out that typically the <br />boulevard is taken up with other utilities and there is <br />not a lot of room. The Engineer also pointed out that <br />services would have to be run to both sides of the <br />street. <br />At this point in the meeting, the Council asked for <br />comments from the general public. <br />Mike Peyer, 2900 Vanderbie, stated that the City and <br />Costa family will benefit by the proposed development, <br />not the residents of the area. Therefore, Peyer did <br />not believe there should be any assessment to the <br />adjacent property owners. <br />Scalze asked for an estimate of a typical watermain and <br />street restoration project. <br />The City Engineer reported that a 36 foot wide street <br />is typical. The Engineer estimated the cost of street <br />reconstruction including curb and gutter at $80 per <br />foot and watermain at $40 per foot. Sanitary sewer is <br />in, however, the City may want to televise the line to <br />ensure that it is in good condition. If it is not, <br />corrective work could be done when the road is torn up. <br />Based on these figures, Blesener estimated that <br />watermain and street reconstruction could cost the <br />benefiting properties between $6,000 and $7,000 per <br />lot. <br />Peyer asked if the assessments could be deferred. <br />Council pointed out that the only deferrment available <br />Page 11 <br />
