MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, <br />DRAINAGE <br />CONCERNS <br />3006 ONTARIO <br />1990 <br />Mr. Randy Creel, 3006 Ontario Road, reported that he <br />has some drainage concerns in his area that he would <br />like to discuss with the Council. <br />The Council informed Mr. Creel that the City is aware <br />of these concerns, and that the City Administrator will <br />be sending a survey out to the residents of the area <br />identifying the problems and determining the residents <br />interest in participating in correcting those problems. <br />Creel raised the fact that some of the property owners <br />installed culverts, and there is the situation with a <br />grate on the end of a culvert that keeps getting <br />plugged. <br />Scalze reported that the City Engineer has taken a look <br />at the area, and the decision was made to contact the <br />property owners in the area to determine how they feel <br />about participating in a drainage improvement project. <br />The Administrator pointed out that there are various <br />improvements needed. There are easement, vegetation <br />and drainage questions that need to be resolved. A <br />survey form will be sent out shortly to the effected <br />property owners to determine what the interest is in <br />participating in the project. <br />COUNTY'S Commissioner Duane McCarty, Paul Kurkwald, and Lee <br />1990-92 Aase, representing Ramsey County, appeared before the <br />CAPITAL Council to present the County's 1990-92 Capital <br />IMPROVEMENT Improvement Program. <br />PROGRAM <br />Commissioner McCarty reported that the County has $118 <br />million in construction needs, and a S4 1/2 million <br />budget to work with. <br />Paul Kurkwald presented the Council with a description <br />of the rating process the County uses to establish <br />priorities for the Capital Improvement Program. <br />Kurkwald reviewed this rating process in detail, <br />pointing out that the County encourages cities to <br />submit their priorities, which are used as a factor in <br />the County's rating process. Kurkwald reported that <br />cities have been requested to submit their priorities <br />to the County by October 19th. <br />Kurkwald reported that onae a project is included in <br />the County's 3-year plan, it will not drop out, but <br />will remain in the plan until it is implemented. <br />Kurkwald pointed out that the projects included in <br />Page 22 <br />
