MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />the non-programmed list are moved up the list as <br />funding becomes available. <br />Kurkwald also explained the County's funding sources, <br />the majority of which come from gas tax monies. ~ <br />Kurkwald presented two maps, one highlighting the <br />County's 1990 road construction projects, and the other <br />highlighting the County's 1990 road maintenance <br />program. <br />Scalze pointed out that last year there was a meeting <br />with the County and some concerned residents regarding <br />the reconstruction and shoulder improvement of Keller <br />Parkway around Gervais Lake. At that time there was <br />discussion of this project proceeding within the next <br />three years, however, this project is not included in <br />the County's three-year plan. Scalze reported that at <br />that meeting the County indicated it would do some <br />survey work to determine if the project was feasible. <br />Scalze also reported that as part of the City's <br />community survey done in 1988, 78% of the City's <br />residents indicated that they were in favor of such an <br />improvement, 63o being in favor even if they had to pay <br />for it. <br />Kurkwald reported that the County has determined that <br />the project is feasible with 4-foot shoulders on each <br />side of the street without impacting a lot of trees. <br />However, Keller Parkway has a 76% score using the <br />County's rating factors for its Capital Improvement <br />Program. This means that there are $3.8 million in <br />maintenance needs that must be met before getting to <br />this project. Kurkwald estimated a 1995 date for this <br />project. <br />Scalze asked how the project got moved from 1992 to <br />1995. <br />Claudia Drabik reported that she attended the meetings <br />that were held with the County and took notes at those <br />meetings. Drabik reported that the County definitely <br />indicated at those meetings that the Keller Parkway <br />project would be in the 3-year plan. The residents in <br />attendance had tried to get the County to move the <br />project up sooner than that. Drabik pointed out that <br />there was discussion at the meetinqs about the safety <br />issues involved. <br />Drabik reported that at the meetings, the County <br />indicated that it would proceed with survey work to <br />determine trees that would be effected and if there was <br />Page 23 <br />
