MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />October 23, 1990 <br />ASSESSMENT <br />AEARING - <br />IMP. NO. <br />89-16 <br />Pursuant to due call and notice thereof a special <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 23rd day of october, 1990 in <br />the Council Chambers.of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired the meeting and called it <br />to order at 7;30 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Admin. <br />City Attorney <br />City Engineer <br />Rec. Secretary <br />Mr. Michael Fahey <br />Mr. Bill Blesener <br />Mr. Rick Collova <br />Mr. Jim LaValle <br />Mrs. Beverly Scalze <br />Mr. Joel Hanson <br />Mr. Tom Sweeney <br />Mr. Mike Lynch <br />Mrs. Kathy Glanzer <br />Mayor Fahey opened the assessment hearing for <br />Improvement No. 8g-16-Rosewood Drive, a new street in <br />the Centre Place Plat from Country Road C north and <br />east ending in a cul-de-sac by grading, sanitary sewer, <br />watermain, storm sewer, gravel base, concrete curb and <br />gutter and bituminous surfacing. <br />Fahey reported that the amount to be assessed for this <br />improvement is $247,000. There are 19 lots involved, <br />and the proposal is to divide the assessment amount on <br />a per lot basis, which results in an assessment of <br />$13,000 per lot. <br />Fahey asked if there was anyone from the general public <br />present wishing to comment on this matter. <br />Nick Boosalis, ROI Fund, appeared before the Council <br />and reported that when the project was originally <br />discussed, Tax Increment Financing was to be used to <br />reduce the cost of special assessments per lot to a <br />reasonable level. Boosalis passed out copies of the <br />TIF document and pointed out the reference to an <br />assessment of $10,000 to $11,000 per lot. Boosalis <br />Page 1 <br />
