MINUTES
CITY COUNCIL
OCTOBER 23, 1990
Upon motion by Blesener, seconded by Scalze, the public
hearing was closed.
Mr. Blesener introduced the following resolution and
moved its adoption:
RESOLUTION NO. 90-10-478 - APPROVING AND ADOPTING TxE
ASSESSMENT ROLL FOR IMPROVEMENT NO. 88-7, PAYNE AVENUE
BETWEEN LABORE ROAD AND COUNTY ROAD D BY EXCAVATION,
GEO-TECANIC FABRIC, STORM SEWER, SUBBASE DRAINS,
GRANULAR SUBBASE, CRUSHED GRAVEL BASE AND BITUMINOUS
SURFACE AND SEAL COAT
ASSESSMENT TO BE $680.63 PER LOT
COUNTY N0. 6090
INTEREST RATE 8 1/4 PERCENT
INSTALLMENT - TEN YEARS
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey.
Nays (0).
Resolution declared adopted.
RECESS At this point in the meeting, 8:30 P.M., Council took a
short recess. The meeting was reconvened at 8:45 P.M.
ASSESSMENT Fahey opened the assessment hearing on Improvement No.
HEARING - 89-23, Country Drive from the Water Works property to
IMP. No. South Owasso Blvd. by grading, sanitary sewer, storm
89-23 sewer, qravel base, bituminous surface and concrete
curb and gutter in accordance with Municipal State Aid
Standards.
The amount to be assessed is $150,000.00. There are
2,148.96 lineal feet to be assessed, and the
recommendation is for a per front foot assessment of
$59.94631.
Fahey reviewed the appraisel report received for this
improvement, and reported that based on that report the
City Administrator has prepared a revised assessment
roll wherein he is recommending that a portion of the
assessment for some of the properties be deferred.
Fahey reviewed that recommendation in detail noting
that the residential share of the assessment would be
certified at this time for certain properties, while
the commercial portion would be deferred for a certain
period of time. Fahey pointed out that the appraiser
felt there was some difficulty in justifying the
immediate assessment of the full amount due to the
residential use of some of the properties and the
smaller lots involved.
Paqe 10
