MINUTES <br />CITY COUNCIL <br />OCTOBER 23, 1990 <br />Upon motion by Blesener, seconded by Scalze, the public <br />hearing was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-10-478 - APPROVING AND ADOPTING TxE <br />ASSESSMENT ROLL FOR IMPROVEMENT NO. 88-7, PAYNE AVENUE <br />BETWEEN LABORE ROAD AND COUNTY ROAD D BY EXCAVATION, <br />GEO-TECANIC FABRIC, STORM SEWER, SUBBASE DRAINS, <br />GRANULAR SUBBASE, CRUSHED GRAVEL BASE AND BITUMINOUS <br />SURFACE AND SEAL COAT <br />ASSESSMENT TO BE $680.63 PER LOT <br />COUNTY N0. 6090 <br />INTEREST RATE 8 1/4 PERCENT <br />INSTALLMENT - TEN YEARS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />RECESS At this point in the meeting, 8:30 P.M., Council took a <br />short recess. The meeting was reconvened at 8:45 P.M. <br />ASSESSMENT Fahey opened the assessment hearing on Improvement No. <br />HEARING - 89-23, Country Drive from the Water Works property to <br />IMP. No. South Owasso Blvd. by grading, sanitary sewer, storm <br />89-23 sewer, qravel base, bituminous surface and concrete <br />curb and gutter in accordance with Municipal State Aid <br />Standards. <br />The amount to be assessed is $150,000.00. There are <br />2,148.96 lineal feet to be assessed, and the <br />recommendation is for a per front foot assessment of <br />$59.94631. <br />Fahey reviewed the appraisel report received for this <br />improvement, and reported that based on that report the <br />City Administrator has prepared a revised assessment <br />roll wherein he is recommending that a portion of the <br />assessment for some of the properties be deferred. <br />Fahey reviewed that recommendation in detail noting <br />that the residential share of the assessment would be <br />certified at this time for certain properties, while <br />the commercial portion would be deferred for a certain <br />period of time. Fahey pointed out that the appraiser <br />felt there was some difficulty in justifying the <br />immediate assessment of the full amount due to the <br />residential use of some of the properties and the <br />smaller lots involved. <br />Paqe 10 <br />
