MINUTES <br />CITY COUNCIL <br />OCTOBER 24, 1990 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Fahey, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />KANDICE Fahey pointed out that the City Administrator is <br />HEIGHTS TIF recommending that the City fund Kandice Heights I tax <br />COSTS increment costs internally resulting in a savings to <br />the City. This recommendation is outlined in the <br />Administrator's memo dated October 19, 1990. <br />The Administrator pointed out that the savings would be <br />achieved by avoiding issuance costs as well as higher <br />return on City investments than we are presently able <br />to earn. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-10-496 - PROVIDING FOR THE ISSUANCE, <br />SALE AND PURCHASE OF $265,000 OF GENERAL OBLIGATION TAX <br />INCREMENT BONDS OF 1990 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Collova, Blesener, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />JESPERSEN Mr. LaValle introduced the following resolution and <br />PAY REQUEST moved its adoption: <br />RESOLUTION NO. 90-10-497 - APPROVING PAYMENT TO <br />JESPERSEN HOME BUILDERS IN THE AMOUNT OF $5,850.00 FOR <br />HOCKEY RINK CONSTRUCTION WHICH LEAVES 10o RETAINAGE TO <br />BE HELD UNTIL FINAL APPROVAL AND ACCEPTANCE OF THE <br />PROJECT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Collova, Fahey, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />GREEN VALUE Council reviewed the request of Bill Chapman for a 100 <br />ADDITION day extension of preliminary plat approval for the <br />Green Value Addition. The extension is being requested <br />since the current approval is about to lapse and the <br />developer needs some additional time to work out <br />details before proceeding to final plat. <br />The City Administrator reported that the City <br />Page 20 <br />
