MINUTES <br />CITY COUNCIL <br />OCTOBER 30, 1990 <br />Council also discussed the City's meter reading <br />practices, with the Administrator pointing out that <br />consideration will be given to reducing the City's <br />costs in this area. Some methods for reducing the cost <br />of reading meters that will be studied are reading <br />meters less frequently, hiring part-time, lower-paid <br />staff to read meters, etc. <br />Blesener reported that Jack Fitzgerald has suggested <br />that the Recreation Department have a separate phone <br />line with answering machine for recreation-related <br />calls. This could reduce staff time in handling these <br />calls. <br />The Administrator reported that this suggestion will be <br />evaluated. <br />Council then discussed user fees for use of ballfields, <br />picnic areas, etc. It was the consensus of the Council <br />to call the surrounding cities to determine their <br />policy on user fees and services related with those <br />fees. This information will be submitted to the <br />Recreation Director once it has been obtained. <br />Fahey stated that he has looked at the existing warming <br />house on Demont, and stated that he felt the basic <br />structure was sound and only some repainting was <br />necessary. <br />Morelan agreed that the City could get by with the <br />building for a couple of years, however, disagreed that <br />the basic structure was sound. Morelan reported that <br />there are rotting boards under the floor. Morelan also <br />pointed out that the location of the present warming <br />house is not convenient for the pleasure skating rink. <br />Scalze pointed out that the majority of the funds for <br />construction of the new warming house have come from <br />donations. <br />Morelan stated that he will be looking at some redesign <br />of the building in order to bring the project within <br />the budgeted amount. There is also the possibility of <br />additional donations for this project. <br />DEVELOPER The City Administrator reviewed the listings of 1989 <br />DEPOSITS and 1990 developer deposit accounts. The Administrator <br />reported that it was his intent to invoice the <br />outstanding 1989 and 1990 developer deposit accounts, <br />once information has been finalized on these accounts, <br />unless Council had some concerns with it. <br />Page 6 <br />
