MINUTES <br />CITY COUNCIL <br />NOVEMBER 14, 1990 <br />factored easily. <br />DeBace indicated that he felt the price being requested <br />by Mrs. Plessel was fair market value. <br />BARBECUE Fahey reported that conoern has been raised by some <br />ON BALCONIES apartment residents about barbecue grills on <br />balconies. Fahey reported that the Fire Chie£ has <br />submitted a letter recommending that the City ban any <br />type of barbecue grill on balconies. <br />Rosemary Hueman, resident of Lakeside Court Apartments, <br />expressed concern with barbecues on balconies. Hueman <br />reported that the decks on the City's apartment <br />buildings are wooden, floors of the decks are slatted <br />and grills could tip dumpinq live coals on the wooden <br />decks below. Hueman reported that she walked around <br />her complex and counted 25 grills on balconies, only 3 <br />of which appeared to be in compliance with the Code <br />which requires the grills to be fastened to the deck. <br />Fahey reported that the Council has been requested to <br />outlaw grills on balconies in the past. However, upon <br />notification to apartment and condo residents, the <br />Council has been been lobbied to allow the grills to <br />remain. Fahey noted that the City's Code does require <br />grills to be fastened down. Therefore, the problem <br />becomes one of enforcement. <br />Fahey suggested that the City could work with the <br />owners and managers of the apartment and condo <br />buildings in the City to remind tenants of the Code <br />requirements. <br />Aueman expressed conoern about grills remaining on <br />balconies, pointed out that in her apartment complex <br />there are several elderly and handicapped people as <br />well as small children. Hueman was concerned for their <br />safety. <br />Fahey pointed out that the City has also heard the <br />arguments supporting grills, and pointed out that there <br />are arguments against allowing people to smoke in <br />apartment buildings. <br />Fahey pointed out that in the past the City's initial <br />reaction was to prohibit grills on balconies. The City <br />then did a survey of what other cities allowed and <br />found that most cities permitted grills provided that <br />they were properly fastened down. <br />Page 7 <br />
