MINUTES <br />CITY COUNCIL <br />DECEMBER 5, 1990 <br />The Administrator reported that he is proposing that <br />the 1991 General Fund Tax Levy be $1,046,140. The <br />Administrator explained that the tax collection figure <br />used in the Budget of $841,800 was arrived at by taking <br />the maximum amount the City can levy for the general <br />fund ($1,046,140) subtracting homestead credits <br />($160,000) and then assuming a 95% collection rate. <br />The $1,046,140 figure equals a 7.12% levy increase over <br />1990. <br />Fahey asked if there were ways to reduce the levy <br />increase. <br />The Administrator explained that the City should levy <br />its maximum in the General Fund. The Administrator <br />stated that the 1991 General Fund Budget is very tight <br />and the maximum levy is needed to address basic needs. <br />However, the City may have some options in debt <br />service. <br />The Administrator began a review of the Revenue portion <br />of the budget, pointing out that projected license and <br />permit fees have been adjusted downward from what was <br />budgeted in 1990. The Administrator again indicated <br />that he did not believe the City could plan on <br />receiving 100% of the Local Government Aids that are <br />due the City in 1991, and suggested that due to the <br />State's financial condition, homestead credits might be <br />effected as well. Total revenues projected for 1991 <br />are $1,380,268 compared with $1,396,698 budgeted in <br />1990. <br />The Administrator began a detailed review of the <br />Expenditure portion of the budget. Proposed budget for <br />Mayor & Council is $41,930 compared with the 1990 <br />budget amount of $39,430. 1991 Elections budget is <br />proposed at $300 versus $4,915 budgeted in 1990. <br />In reviewing the Administration budget, the City <br />Administrator reported that he has arbitrarily used a <br />5% salary increase figure for 1991. However, a <br />recommendation on salary increases will follow within <br />the next couple of weeks. Council discussed the <br />process for reviewing 1991 salary recommendations, and <br />it was the consensus of the Council to hold a Council <br />workshop on Thursday, December 20th, at 5:30 P.M. to <br />review this issue.
