MINUTES <br />CITY COUNCIL <br />DECEMBER 5, 1990 <br />raised the issue of deleting the City's umbrella <br />coverage, pointing out that Statutory limits apply <br />which are covered in the City's standard policy. <br />Council discussed the fact that the City may not have a <br />lot of exposure in this area, and the City <br />Administrator reported that he would get more <br />information for the Council on this topic. <br />City Hall budget is proposed at $18,320 for 1991 versus <br />$13,420 for 1990. The increase reflects the additional <br />utilities and cleaning services that will be necessary <br />with the new addition. <br />Economic Development is budgeted at $2,000 for 1991 <br />versus $17,750 in 1990. The Administrator indicated <br />that most economic development work in 1991 will be <br />covered by developer deposits. <br />Community Services is budgeted at $23,918 for 1991 <br />versus $20,889 for 1990. Council discussed the <br />Canadian Days Celebration and it was pointed out that <br />the City needs to make its standard $500 donation to <br />the Sheriff's Reserves in exchange for their services <br />at Canadian Days. Also, the City received a$3,000 <br />donation from Canadian Days to cover the cost of the <br />Canadian Days Fire Works display, and that amount needs <br />to be included in the revenue portion of the budget. <br />Shade Tree is budgeted at $9,000 for 1991 versus $6,280 <br />in 1990. The Administrator reported that the City will <br />be looking at some options in the area of tree <br />inspection services. <br />Cable TV is budgeted at $30,200 versus $28,050 for <br />1990. However, this budget is offset by the Cable TV <br />franchise fees the City receives. <br />Police is budgeted at $434,000 for 1991 versus $365,000 <br />for 1990. <br />The Administrator presented detail on the City's bonded <br />indebtedness, reflecting 1991 payments due and the <br />proposed 1991 levies necessary. The Administrator <br />reported that he is in the process of doing a mini-debt <br />service study and it may be possible to lower the debt <br />service levy. If that can be done, the City has two <br />options, either the debt service levy can be lowered <br />lowering the tax levy as a result, or the excess can be <br />used to pay off principle in the General Obligation <br />Storm Sewer Bonds of 1986. The Administrator suggested <br />that this may result in a greater potential savings to <br />taxpayers in the future. <br />Page 8 <br />
