MINUTES <br />CITY COUNCIL <br />DECEMBER 26, 1990 <br />that are allowed to operate in improper zoning. <br />Kukk reported on the clientele that his business has <br />built which consists primarily of word-of-mouth. Kuklc <br />felt that he would lose business if he were to relocate <br />his operation. <br />Blesener stated that he could not support the expansion <br />and felt that the recommendations of the City Planner <br />would be difficult to enforce. Blesener did not feel <br />an auto body repair business was properly located on <br />County Road C. <br />Scalze stated that she felt strongly that this type of <br />business should not be allowed in any commercial <br />district within the City. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-12-562 - DENYING CONCEPT APPROVAL OF <br />THE KUKK SITE PLAN FOR 83 AND 89 WEST COUNTY ROAD C AS <br />WELL AS DENYING APPROVAL OF THE CONCEPT OF THE <br />ORDINANCE CHANGE ALLOWING AS A CONDITIONAL USE AUTO <br />BODY REPAIR IN COMMERCIAL DISTRICTS <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Blesener, Fahey, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />FINAL PLAT Mr. Bill Chapman, representing Mr. Swanson, appeared <br />GREEN VALUE before the Council requesting final plat approval of <br />ADDITION the Green Value Addition. Chapman reported that <br />dedication of streets, required easements, walkway <br />easement and park dedication are shown on the final <br />plat. <br />The City Engineer reported that he has done the initial <br />review of the drainage maps provided by Mr. Chapman, <br />however, has not completed his review. Mr. Chapman is <br />proposing that the drainage from the proposed <br />cul-de-sac will be picked up and directed to the City's <br />existing storm sewer system at the intersection of <br />Little Canada Road and Edgerton. The issue yet to be <br />resolved is the size of the storm sewer pipe to be <br />installed. The Engineer pointed out that the pipe will <br />need to be oversized to take in additional area. The <br />Engineer reported that the cost of the oversizing will <br />be paid by the City, but the manner in which it will be <br />paid has not been worked out at this time. <br />Page 10 <br />
