MINUTES <br />CITY COUNCIL <br />DECEMBER 26, 1990 <br />development planned for the eastern side of Pioneer <br />Park which will be enticing to children. Scalze also <br />pointed out that the City will require drainage <br />easements along lot lines, therefore, the pathway <br />easement could run over the drainage easement requiring <br />no additional area. <br />Scalze stated that she feels the City should be <br />consistent in the treatment of this development, and <br />requested that the Council require walkway easements so <br />the children from the Vanderbie Road area can easily <br />access Pioneer Park. <br />Blesener pointed out that the new preliminary plat will <br />involve Costa Lane horseshoeing onto DeSoto. <br />Therefore, if the walkway easement lined up with the <br />northern Costa Lane connection to DeSoto, easements <br />would only be necessary between Costa Lane and <br />Vanderbie. <br />Fahey noted that once pathways are developed, the City <br />is responsible for their maintenance. <br />Scalze felt it important to provide access to the park <br />for pedestrian traffic, rather than having pedestrians <br />trespassing over private property. <br />LaValle was concerned about motorized vehicles on the <br />pathways. <br />Scalze did not feel this problem would be increased by <br />the walkway. Scalze also pointed out that the lots <br />have not yet been sold, therefore, purchasers would be <br />aware of the existence of the walkway prior to buying <br />their lot. Scalze again pointed out that other <br />developers have been required to provide these <br />pathways. <br />Mr. Fahey introdixced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 90-12-574 - RECONSIDERING PREVIOUS <br />COUNCIL ACTION AND ACCEPTING THE PARK COMMISSION'S <br />RECOMMENDATION FOR WALKWAY PATHS AND EASEMENTS FROM <br />VANDERBIE ROAD TO DESOTO, AT THE DEVELOPER'S EXPENSE, <br />AS PART OF THE COSTA ESTATES PLAT WHICH IS CONSISTENT <br />WITH WHAT THE CITY HAS REQUIRED IN SIMILAR DEVELOPMENTS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (3) Fahey, Scalze, Blesener. <br />Nays (1) LaValle. <br />Resolution declared adopted. <br />Page 20 <br />
