MINUTES <br />CITY COUNCIL <br />DECEMBER 26, 1990 <br />RESOLUTION NO. 90-12-572 - APPROVING THE MN DOT OPTICOM <br />AGREEMENT AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE AGREEMENT ON BEHALF OF THE <br />CITY <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Blesener, Fahey, Scalze, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />SANITATION Blesener reviewed the proposed sanitation disposal <br />DISPOSAL rate increases being requested by the City's garbage <br />RATES haulers. Blesener pointed out that the contract with <br />the garbage haulers allows for a yearly increase based <br />on the Consumer Price Index which was 6.3% for 1990. <br />The average increase being requested by the haulers is <br />3.2% or approximately 40 cents per month. Blesener <br />further reported that the City intends to provide for <br />recycling of plastics by June 1st or sooner. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-12-573 - APPROVING THE SANITATION <br />DISPOSAL RATE INCREASE AS OUTLINED IN THE PUBLIC WORKS <br />SUPERINTENDENT'S MEMO DATED DECEMBER 18, 1990. <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, LaValle, Fahey. <br />Nays (o). <br />Resolution declared adopted. <br />STORM DAMAGE The Council discussed the cost of storm damage removal <br />REMOVAL costs, and it was the consensus of the Council that the <br />COSTS City Administrator, Mayor Fahey, and Council Member <br />Blesener meet with the contractor and negotiate a final <br />cost settlement. <br />COSTA Scalze noted the Council's position not to require <br />ESTATES walkway easements in the Costa Estates plat contrary to <br />the Park Commission's recommendation. Scalze reported <br />that the developer will be coming back to the Council <br />with another preliminary plat proposal for Costa <br />Estates, and Scalze indicated that the Park Commission <br />has asked the Council to reconsider their position on <br />the walkway easements. <br />Scalze noted that a precedent has been set for <br />requiring walkway easements in other large developments <br />in the City.
