MINUTES <br />CITY COUNCIL <br />JANUARY 23, 1991 <br />Hanson reported that he is the Community Coordinator <br />for Little Canada and Vadnais Heights for the Special <br />Olympics to be held from July 19th through the 26th. <br />Anyone interested in assisting with the Special <br />Olympics can contact Hanson. <br />PRELIMINARY Hanson opened the public hearing to consider the <br />PLAT - COSTA preliminary plat of Costa Estates. <br />EST~TES <br />Mr. Bob DeBace appeared before the Council and <br />described the preliminary plat, noting that it provides <br />for the horseshoeing of Costa Lane onto DeSoto Avenue. <br />The property included in the plat is owned entirely by <br />the Costa Family. <br />DeBace reported that the last version of the plat <br />considered by the Council called for Costa Lane to <br />extend through to Al1en Avenue on the north. At the <br />time this plat was acted on by the Council, the City <br />Administrator was directed to look into what would be <br />involved if it were necessary to condemn the road <br />easements that would be necessary to the north. DeBace <br />reported that it would be necessary to purchase road <br />easements from at least two properties to the north, <br />and he estimated that it would cost approximately <br />$55,000 to acquire these easements. This cost includes <br />cost of easements, legal work, assessments, and <br />condemnation costs. DeBace stated that the $55,000 <br />cost makes the extension of Costa Lane north to Allen <br />unfeasible. Therefore, the plat has been revised to <br />horseshoe Costa Lane onto DeSoto. <br />DeBace reported that the Costa Family is asking for <br />City participation in the cost of improving DeSoto <br />Avenue. DeBace also pointed out that the preliminary <br />plat consists of 42 single-family homes and no <br />variances are being requested. <br />Blesener stated that the plan before the Council is the <br />one that he prefers, however, he would like to see the <br />proper setback maintained for the existing house that <br />would be at the corner of DeSoto and Costa Lane. <br />Blesener pointed out that a 30 foot sideyard setback is <br />required on a corner lot and it appears from the <br />preliminary plat that the house is only 18 to 20 feet <br />Page 2 <br />
