MINUTES <br />CITY COUNCIL <br />February 13, 1991 <br />future reductions be made on a more equitable basis. <br />It was the consensus of the Council to support the <br />resolution noting that additional lobbying efforts <br />could be made requesting a more equitable solution. <br />Mr. Blesener~introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-2-54 - DECLARING TAAT THE CITY OF <br />LITTLE CANADA OPPOSES FURTHER REDUCTIONS IN LOCAL <br />GOVERNMENT AID~ HOMESTEAD AND AGRICULTURAL CREDIT AID <br />AND OTHER PROGRAMS WHICH PROVIDE STATE FINANCIAL <br />ASSISTANCE TO CITIES <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Collova, Hanson. <br />Nays (1) Scalze. <br />Resolution declared adopted. <br />COST CUTTING The City Administrator reviewed his memo dated February <br />MEASURES 8, 1991 outlining possible cost cutting measures that <br />could be taken to offset the $38,000 reduction in Local <br />Government Aid to Little Canada. The Administrator <br />pointed out that some of these measures have already <br />been implemented, but others require Council action. <br />Blesener asked if the $28,000 recycling grant that the <br />City anticipates receiving could be used more <br />extensively to offset expenses, such as salary expenses <br />associated with the City's recycling program. <br />The City Administrator pointed out that the grant is a <br />one-time grant, therefore, those types of expenses <br />would have to be built back into next year's budget. <br />Scalze asked what the anticipated use of the grant <br />would be. <br />The Administrator explained that some major <br />organization of the City's recycling program is needed, <br />specifically with regard to recycling by <br />multiple-housing. A temporary intern could be hired to <br />get this program organized, as well as get promotional <br />activities in place to increase participation so that <br />the City can meet its abatement goals. <br />Council discussed the City Administrator's <br />recommendation for reducing the City's discretionary <br />levy by $4,000 for the Fire Relief Association. It was <br />noted that such a reduction would not decrease the <br />Page 7 <br />
