MINUTES <br />CITY COUNCIL <br />February 13, 1991 <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (3) LaValle, Collova, Hanson. <br />Nays (2) Scalze, Blesener. <br />Resolution declared adopted. <br />HISTORICAL The City Administrator reviewed the request of the <br />SOCIETY - Aistorical Society for any excess office equipment the <br />REQUEST FOR City might have once the City Center addition is <br />EQUIPMENT completed. <br />It was suggested that once the addition is completed an <br />inventory of excess equipment and furnishings be <br />prepared. Distribution of those items can be decided <br />at that time, however, it was pointed out that some of <br />the excess items have already been promised to the Fire <br />Department for the new fire station. Priority for <br />distribution shall be the new fire station first, the <br />old fire station second, and then other City uses. <br />LoCAL The City Administrator reported that due to the <br />GOVERNMENT cuts in Local Government Aid, many cities are <br />AID adopting resolution such as the one in the Council's <br />agenda opposing further reductions. The Administrator <br />estimated that Little Canada's LGA will be reduced by <br />$38,000 on the previously certified amount from the <br />July payment. Additional cuts are expected later in <br />1991 and in 1992. <br />Scalze stated that while she agreed with the overall <br />intention of the resolution, she had a problem with <br />joining with other cities who currently receive large <br />amounts of LGA. Scalze pointed out that Little Canada <br />citizens are contributing towards the funding of LGA in <br />the form of sales and income tax, etc., but are not <br />getting an equitable return on these taxes. Scalze <br />concern was that Local Government Aids are not <br />distributed in an equitable fashion. Scalze suggested <br />that the LGA distribution formula needed to be looked <br />at and revised so that it was more fair. Scalze <br />pointed out that the City is not getting a fair return <br />in Local Government Aids to offset property taxes. <br />Blesener did not believe that lobbying efforts on this <br />issue would be effective. Blesener pointed out that in <br />1989 the State reduced Little Canada's Local Government <br />Aid by 65 to 66 percent, while St. Paul's was reduced 4 <br />to 5 percent. Blesener felt a more equitable solution <br />would be for the State to make reductions in LGA on an <br />across-the-board percentage for all cities. <br />Scalze stated that she could not support the resolution <br />unless it contained some language requesting that any <br />Page 6 <br />
