MINUTES <br />CITY COUNCIL <br />February 27, 1991 <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUT20N NO. 91-2-82 - AUTHORIZING A CLOSED SESSION <br />FOLLOWING THE COUNCIL MEET2NG TO DISCUSS A PENDING <br />HiJMAN RIGHTS CLAIM <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Scalze, Collova. <br />Nays (O). <br />Resolution declared adopted. <br />VOUCHERS Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-2-83 - APPROVING THE VOUCHERS <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (4) LaValle, Collova, Scalze, Blesener. <br />Nays (0). <br />Resolution declared adopted. <br />GAMBLING The City Attorney reported that he has checked with <br />LEGISLATION the Attorney General's office relative to discussion of <br />gambling legislation that the Council had at their <br />February 13th meeting. As a result of his discussion <br />with the Attorney General, the City Attorney believed <br />there was no need to change the Gambling Ordinance <br />adopted by the City, and there should be no problem <br />maintaining current City policy in its treatment of <br />one-time event gambling applications. <br />PAWN SHOPS The City Attorney reported that at the request of the <br />Council he has done some research of pawn broker <br />ordinances and redemption periods required under those <br />ordinances. The Attorney reported on one city that had <br />a problem with a five-month redemption period as <br />provided by their ordinance, but indicated that other <br />most other cities with such an ordinance have been <br />requiring four-month redemption periods. Therefore, it <br />appears that the four-month redemption periods would be <br />enforceable. <br />The Council discussed this issue and it was the <br />consensus that the City Attorney should proceed to draw <br />up an ordinance requiring the licensing of pawn shops <br />within the City and that the license would carry the <br />condition of a 4-month holding period for merchandise. <br />Page 15 <br />
