MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />The City Attorney reported that he would prepare the <br />final revision of the Ordinance as well as a Summary of <br />the Ordinance and resolution approving the Summary for <br />adoption by the Council at their next meeting. <br />PAWN SHOP The City Attorney presented the revisions to the <br />ORDINANCE proposed Pawn Shop Ordinance as were discussed at the <br />last Council meeting. The revisions include the <br />requirement that an existing pawn shop must apply for a <br />license within 30 days of adoption of the Ordinance, <br />the license must be obtained within 60 days otherwise <br />the operation must cease, and the pawn shop would be <br />required to comply with the requirements of the <br />Ordinance within 60 days after the Ordinance's <br />effective date. <br />Scalze pointed out the license fees being charged by <br />other cities, and felt that the City's proposed fee was <br />too low. Scalze felt that the Council must look at the <br />costs of enforcing the ordinance, pointing out that the <br />Ordinance lays out specific reporting requirements of <br />pawn shops. Monitoring compliance with the Ordinance <br />will cost the City money. <br />Blesener suggested that t~e Sheriff's Department be <br />asked to look at the proposed Ordinance since it makes <br />some requirements of the Sheriff. Blesener also <br />suggested that the City's one pawn shop be given a copy <br />of the proposed Ordinance for their review and <br />comments. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-3-113 - INSTRUCTING CITY STAFF TO <br />REFER THE PROPOSED PAWN SHOP ORDINANCE TO THE RAMSEY <br />COUNTY SHERIFF'S DEPARTMENT FOR THEIR COMMENTS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (0). Resolution declared adopted. <br />EMERGENCY The City Engineer reported on the need to make an <br />STORM SEWER emergency storm sewer repair south of Owasso Blvd. <br />REPAIR Two quotations have been obtained for the repair, one <br />from Frattalone Excavating in the amount of $6,800 and <br />the other from Webster Company in the amount of $5,970. <br />The Engineer reported that the quote from Webster <br />Company wdid not include all work needed to complete <br />the project such as site restoration.
