MINUTES <br />CITY COUNCIL <br />March 27, 1991 <br />felt the Frattalone quote is actually low. The <br />Engineer recommended that the quote from Frattalone be <br />accepted, and felt that the price was a fair one. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-3-114 - ACCEPTING AND AWARDING THE <br />QUOTATION OF FRATTALONE EXCAVATING FOR EMERGENCY STORM <br />SEWER REPAIR WORK IN THE AREA OF OWASSO BLVD. BASED ON <br />THE RECOMMENDATION OF THE CITY ENGINEER AND PUBLIC <br />WORKS SUPERINTENDENT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, Hanson. <br />Nays (0). <br />Resolution declared adopted. <br />FISCAL The City Administrator reported that this morning the <br />ADVISORS committee met with both Juran & Moody and Springsted to <br />review their proposals for services as the City's <br />fiscal advisors. The Adminsitrator reported that it <br />was a tough decision. Both companies are capable. The <br />issue comes down to the best long-term relationship for <br />the City. <br />The Administrator reported that he has been comfortable <br />with the work that Brad Farnham has done for the City, <br />but was also sure that Juran & Moody would continue to <br />do a good job for the City. <br />The Administrator felt that Springsted had more depth <br />and capability over the long haul. The Administrator <br />also pointed out that Juran & Moody's fee structure <br />appears lower, but not substantially, and commented <br />that their staff was more than competent. However, <br />over the long haul, the Administrator felt that the <br />account representative becomes the key. Therefore, the <br />Administrator felt that Springsted was the City's best <br />choice. The Administrator stated that if the change <br />did not work out, he would not hesitate to recommend a <br />re-evaluation of this decision. <br />Blesener agreed the decision was a tough call, but also <br />agreed that it appeared Springsted has more depth in <br />addition to the ability to maintain the long-term <br />relationship that the City has had with its account <br />manager. <br />Collova stated that he would be accept the change to <br />Springsted. <br />Page 18 <br />
