MINUTES <br />CITY COUNCIL <br />MARCH 27, 1991 <br />Scalze reported that the Park Commission is planning to <br />bid all trail work planned for 1991 as a package in an <br />attempt to get a better price for the City. <br />Scalze reported that the Park Commission has requested <br />that at its next meeting the Council call for bids for <br />trail improvement on the Water Works property from <br />Country Drive just north of Little Canada Road to South <br />Owasso Blvd. The Park Commission had a neighborhood <br />meeting on this improvement and there were a couple of <br />property owners at the meeting that were opposed to the <br />improvement and wished to comment to the Council. <br />Scalze reported that the Water Works Department has <br />given a preliminary O.K. for the trail, however, plans <br />must be submitted to and approved by them. Scalze <br />suggested that the Park Consultant be authorized to <br />draw up the plans so that they can be submitted to the <br />Water Works Department. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-3-123 - AUTHORIZING THE PARK <br />CONSULTANT TO DRAW PLANS FOR TRAIL IMPROVEMENT ON THE <br />WATER WORKS PROPERTY FROM COUNTRY DRIVE TO SOUTH OWASSO <br />BLVD. FOR SUBMISSION TO THE ST. PAUL WATER DEPARTMENT, <br />AND REQUESTING THAT AUTHORIZATION OF BIDS FOR THIS <br />IMPROVEMENT BE PLACED ON THE NEXT COUNCIL MEETING <br />AGENDA <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Hanson, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze reported that the trail system under the power <br />lines crosses property that is owned by the City as <br />well as property owned by NSP. NSP has encouraged the <br />use of their property for this purpose. NSP is <br />offering to donate the property to the City. Scalze <br />asked if there was any interest on the part of Council <br />Members in accepting this property. NSP currently pays <br />$4,230 in taxes on their property under the powerlines. <br />Page 23 <br />
