MINUTES CITY COUNCIL March 27, 1991 The foregoing resolution was duly seconded by Collova. Ayes (4) Blesener, Collova, Hanson, Scalze. Nays (0). Resolution declared adopted. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION N0. 91-3-121 - ADOPTING THE 1991 WATER AND SEWER BUDGETS AS PRESENTED The foregoing resolution was duly seconded by Scalze. Ayes (4) Blesener, Scalze, Hanson, Collova. Nays (O). Resolution declared adopted. SKATEBOARDS Collova reported that the City of Shoreview is considering adoption of an ordinance regulating skateboard ramps. Collova suggested that once Shoreview adopts this ordinance, the City obtain a copy and review it. TRAIL Scalze reported that the residents of the Westwinds IMPROVEMENTS area have requested that the Park Commission extend the City's trail system in their area. The Park Commission will be holding a public meeting on this issue during May. The Park Commission has requested that a survey of the area be done in order that plans can be drafted for the trail. Hanson pointed out the residents request that the trail extend around the pond. Hanson asked about the depth of the pond and the City's liability. Blesener reported that Council has discussed the liability issue and it was decided that the City was better off not fencing ponds because once fenced there could be the assumption that the City has accepted liability. Mrs. Scalze introduced the following resolution and moved its adoption: RESOLUTION NO. 91-3-122 - AUTHORIZING THE SURVEY OF THE WESTWINDS TRAIL AREA AS WELL AS DRAFTING OF PLANS FOR TRAIL EXTENSION IN THIS AREA The foregoing resolution was duly seconded by Blesener.
