MINUTES CITY COUNCIL APRIL 24, 1991 improvement. Scalze asked if the City was assuming that costs would be paid other than by assessment. The City Administrator reported that he will do some evaluations and if there are potential sources of paying costs other than through assessment, he will identify them. RECESS At this point in the meeting, 9:04 P.M., Council took a short recess. The meeting was reconvened at 9:15 P.M. TOWERS Scalze asked if surrounding cities are not allowing the construction of free-standing towers, why would Little Canada. Scalze pointed out that these towers are not revenue producers for the City. Scalze felt that two towers, plus all the NSP towers in the City, were enough.
