MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />report dated April 19th. <br />Hanson asked the level of surface water in the area <br />pointing out that the area has been wet for many years. <br />The City Engineer reported that soil borings of the <br />area have not been done, however, he anticipated that <br />the soils are clay materials which hold water. The <br />Engineer stated that he does not know where the water <br />table is, but suspects that directing the surface water <br />out of the area will help the situation. <br />The City Engineer recommended that the Council hold an <br />improvement hearing some time in June for the proposed <br />drainage improvement. In the meantime his firm will <br />study the area in designing the drainage improvements <br />that are necessary. <br />The City Administrator reported that at this time the <br />City needs to get into preliminary drainage design to <br />give the residents more concrete answers. This will <br />result in the City's incurring costs and if the project <br />does not proceed, the City will not have the ability to <br />recover those costs. The City Administrator <br />recommended that the Council authorize the preliminary <br />design work as well as call for an improvement hearing <br />with the understanding that if the project does not <br />proceed, the cost of the design work will be the City's <br />responsibility. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-4-148 - CALLING FOR AN IMPROVEMENT <br />HEARING FOR THE THUNDER BAY DRAINAGE AREA FOR TUESDAY, <br />JUNE 11, 1991 AT A TIME TO BE SET BY THE CITY <br />ADMINISTRATOR AND AUTHORIZING THE CITY ENGINEER TO <br />PREPARE PRELIMINARY PLANS AND DESIGN WORK FOR THE <br />IMPROVEMENT <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, Scalze, Hanson, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Tracy George questioned whether the work should be <br />referred to as open ditch maintenance or an <br />improvement. <br />The City Administrator explained that the work would be <br />an improvement as defined under Chapter 429 so that the <br />City has the option to assess the costs of the <br />Page 12 <br />
