MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />blacktop will be installed within the next week to 10 <br />days. The majority of the final work at the Station <br />should be completed by Friday. The Administrator <br />estimated that the Fire Department would take occupancy <br />within the next 2 to 3 weeks. <br />PARK Scalze reviewed the results of a survey that Vadnais <br />CHARGE Heights did on park charges of other cities. Scalze <br />pointed out that Little Canada's residential park <br />charge is at $400 per single-family home, which is <br />below the average of other cities in the Metro area. <br />Scalze felt that the City needed to look at more user <br />fees, especially since the City's park system is not <br />complete. Scalze also pointed out that the requests <br />for additional park facilities are coming from new <br />residents. Scalze pointed out the potential for 100 <br />new homes in the City this year, and recommended that <br />the park charge for a single-family home should be <br />increased to $550. Scalze stated that she looks at <br />this charge as a user fee. This motion died for lack <br />of a second. <br />Blesener reported that he could not support the <br />increase at this time since last year the City <br />increased the fee from $300 to $400 per residential <br />home. <br />Collova agreed that the issue should be looked at <br />again, but stated that an increase to $500 was the most <br />he would support. <br />PIONEER PARK Mr. Blesener introduced the following resolution and <br />ARCxITECTURAL moved its adoption: <br />FEE <br />RESOLUTION NO. 91-4-153 - APPROVING THE PAYMENT OF <br />$1,000 TO RVK ARCHITECTS, LTD. FOR ARCHITECTURAL <br />SERVICES FOR THE PIONEER PARK RECREATION BUILDING <br />The foreqoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (O). <br />Resolution declared adopted. <br />ADJOURN Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-4-154 - ADJOURNING <br />Page 16 <br />
