MINUTES <br />CITY COUNCIL <br />APRIL 24, 1991 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 91-4-145 - APPROVING THE AMENDMENT TO <br />PLANNED UNIT DEVELOPMENT AND ISSUING A CONDTIONAL USE <br />PERMIT TO ALLOW CONSTRUCTION OF A 125 FOOT CELLULAR <br />TELEPHONE TOWER AND EQUIPMENT BUILDING AT 5 EAST COUNTY <br />ROAD B AS REQUESTED BY U.S. WEST SUBJECT TO COMPLIANCE <br />WITH THE RECOMMENDATIONS OF THE CITY PLANNER AS <br />CONTAINED IN HIS REPORT DATED APRIL 3, 1991 <br />The foregoinq resolution was duly seconded by Collova. <br />Ayes (4) LaValle, Collova, Blesener, Hanson. <br />Nays (1) Scalze. <br />Resolution declared adopted. <br />WATER WORKS The City Administrator pointed out correspondence in <br />TRAIL agenda on the proposed Water Works trail which includes <br />a petition in support of the trail, a letter from Mary <br />Ann O'Kane, a resident of the area, Park Commission <br />documentation of the need for the trail as well as maps <br />from the Park Master Plan showing how the trail fits <br />into the City's trail plan. The Administrator reported <br />that staff has not completed its review of maintenance <br />costs, therefore, recommended that the matter be <br />treated as an information item at this point. <br />Blesener stated that maintenance costs of trails would <br />be minimal if the trails are not mowed during the <br />winter. Blesener noted that in the case of the <br />proposed Water Works trail, mowing would probably be <br />minimal as well with perhaps only an 8 foot wide <br />section mowed on either side of the trail. <br />The Council discussed rubbish pick-up along the trail, <br />and Hanson suggested that having rubbish containers <br />along the trail would encourage users to keep the area <br />clean. <br />Mary O'Kane reported that when she took the petition <br />around for signatures, only one property owner on <br />LaBore Road was opposed. O'Kane reported that the area <br />is heavily used right now and felt a paved trail would <br />even increase the usage. O'Kane noted the numerous <br />families in trie multiple dwellings in the area that <br />would make use of the trail and whom she did not <br />approach with the petition. <br />Hanson reported that he had calls in support of the <br />trail improvement, and one call opposed. Hanson <br />pointed out that the City needs the agreement of the <br />St. Paul Water Department before the improvement <br />Page 8 <br />
