MINUTES <br />CITY COUNCIL <br />MAY 22, 1991 <br />Bentz reported that usually pawn shop owners develop a <br />unique relationship with local police departments, <br />since the departments will occasionally ask pawn shops <br />to help in identifying individuals attempting to pawn <br />stolen goods. <br />Council discussed an appropriate license fee for pawn <br />shops, with Blesener suggesting a$2,000 annual license <br />fee. <br />Scalze did not feel that fee was adequate given the <br />amount of investigation that will be needed on the part <br />of the Sheriff's Department. Scalze felt a$5,000 <br />annual license fee was appropriate. <br />LaValle suggested that the Sheriff's Department would <br />not do daily checks at pawn shops, but probably do <br />bi-monthly checks. Therefore, LaValle suggested a <br />$1,500 annual license fee. <br />Blesener suggested that the fee be established for the <br />the first six months, with the amount of the fee <br />monitored to determine whether or not it is adequate. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 91-5-174 - AUTHORIZING THE CITY ATTORNEY <br />TO INCORPORATE LANGUAGE HE FOUND ACCEPTABLE FROM THE <br />SFiERIFF'S DEPARTMENT AND OWNER OF LINCOLN PAWN INTO THE <br />PROPOSED PAWN SHOP ORDINANCE AND WELL AS ESTABLISHING <br />LICENSE FEES OF $300 FOR A SECONDHAND GOODS DEALER, <br />$550 FOR MULTIPLE SALES, A SIX-MONTH FEE OF $750 FOR A <br />PAWNBROKER LICENSE, AND A$2,000 INVESTIGATION FEE, <br />WITH THOSE FEES TO BE REVIEWED IN SIX MONTHS TO <br />DETERMINE IF THEY ARE ADEQUATE IN LIGHT OF THE AMOUNT <br />OF TIME NEEDED BY CITY STAFF AND THE SHERIFF'S <br />DEPARTMENT TO ENFORCE THE ORDINANCE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Hanson, Collova. <br />Nays (1) Scalze. <br />Resolution declared adopted. <br />Blesener pointed out that Section 817.330 of the Pawn <br />Shop Ordinance requires that a pawn shop apply for a <br />license within 30 days of adoption of the Ordinance, <br />with license to be obtained within 60 days, and <br />compliance with the requirements of the Ordinance <br />within 60 days after its effective date. <br />Bentz replied that he would comply with the Ordinance <br />within the timeframes described. <br />Page 12 <br />
