MINUTES <br />CITY COUNCIL <br />MAY 22, 1991 <br />ANNOUNCEMENTS Mayor Hanson acknowledged and thanked Bonestroo, Rosene <br />& Anderlik & Associates, the City's engineers, for <br />their contribution of $100 towards the City's park <br />fund. <br />CONDITIONAL Mr. Loren Brueggemann, LEB Development, appeared before <br />USE PERMIT the Council requesting approval of an application for a <br />NORTHEAST Conditional Use Permit to allow a rehabilitation center <br />CONTEMPORARY providing job training for disadvantaged and/or <br />SERVICES handicapped adults as a tenant in the Kandice Heights <br />Phase III building on Country Drive. <br />Ms. Becky Smith, Administrator of Northeast <br />Contemporary Services, reported that the organization <br />is licensed by the State of Minnesota as a day training <br />and rehabilitation service organization for mentally <br />retarded adults. The program provided for these adults <br />is employment-related. The organization subcontracts <br />work from a few companies in the Twin Cities area and <br />also places and supports clients in jobs at businesses. <br />Northeast currently has 60 clients and 20 staff <br />members. Northeast's current location is the St. Paul <br />Business Center West. The organization is proposing to <br />relocate to Kandice Heights Phase III since it can <br />obtain better space at less rent. <br />Mr. Ron Lachenmeyer, Burke Lane resident, asked if <br />there were residential homes in the same proximity at <br />Northeast's current location. <br />Smith replied that there were residential properties <br />behind the St. Paul Business Center. <br />Pat Conway, Burke Lane resident, indicated that <br />residential development is further from the St. Paul <br />Business Center than the Kandice Heights development, <br />and also reported there was a berm and fencing <br />separating the St. Paul Business Center from the <br />residential development. <br />Smith replied that the fencing is open to pedestrian <br />traffic. <br />Sue Nelson, Burke Lane resident, reported that there is <br />a significant grade of earth berm and solid fence <br />Page 2 <br />
