Nelson noted that the Kandice <br />Heights development is much closer to residential <br />development than in the case of the St. Paul Business <br />Center. <br />Blesener asked about supervision of clients. <br />Smith replied that there is a staff-to-client ratio of <br />approximately 1 to 4. Northeast has a total of 60 <br />clients and about one-third of these clients work all <br />or part of the day at a business elsewhere. Service <br />hours are from 9:30 A.M. until 3:30 P.M., Monday <br />through Friday. <br />Smith reported that Northeast is licensed with the <br />Department of Human Services, and Smith reported that <br />the Department has received no complaints about <br />Northeast, nor has the property manager at the St. Paul <br />Business Center. <br />Smith was asked how clients get to and from the site. <br />Smith replied that Northeast's license requires that <br />transportation be provided for clients. Most are bused <br />to and from the site by Metro Mobility Services. <br />However, some clients take public transportation. <br />The Council was asked if a Conditional Use Permit runs <br />with the tenant or the property. The City Planner <br />replied that a Conditional Use Permit runs with the <br />property and is transferrable to another organization <br />as long as the conditions and type of operation are <br />identical. <br />Lachenmeyer felt that this provided for a grey area and <br />asked if a CUP is granted to Northeast that it not be <br />transferrable. Lachenmeyer reported that the concern <br />of the Burke Lane residents is that the clients of <br />Northeast will be wandering their neighborhood. <br />Smith reported that Northeast is negotiatinq an 8-year <br />lease with LEB Development. Northeast has been in <br />business since 1967. <br />Brueggemann reported that as the building owner he <br />would not have a problem with the CUP directly tied to <br />Northeast Contemporary Services. <br />Nelson suggested that Northeast's clientele could <br />change during the 8-year lease period. <br />Smith replied that Northeast's license is very clear <br />Page 3 <br />
