MINUTE5 <br />CITY COUNCIL <br />JUNE 11, 1991 <br />standing water in her ditch that there are ducks in it <br />as well. <br />The Engineer agreed that the City should look at the <br />area south of Allen Avenue. The Engineer then recapped <br />the proposed drainage improvements, pointing out the <br />two options for ditches #1, #2, and #3 include <br />regrading and resodding with the possibility of drain <br />tile installation as well. The Engineer stated that <br />ditch #4 is a unique situation from the others. <br />Hanson asked if there was any financial assistance the <br />City could provide to reduce the cost of the <br />improvement to the property owners. <br />The City Administrator replied that financial <br />assistance would be a decision of the City Council. <br />There is the potential for using excess Tax Increment <br />funds from the Thunder Bay project to alleviate some of <br />the burden to the property owners. This would be <br />similar to what was done for property owners in the <br />Payne Avenue overlay project. The issue is the level <br />of assistance the City would provide. <br />Scalze asked how much assistance would be feasible. <br />The Administrator pointed out that estimated cost of <br />the improvement is $50,000. The Thunder Bay Tax <br />Increment Financing District will generate about <br />$65,000 per year in increments. Ae also emphasized <br />that some property owners indicated they never finished <br />the ditch in the first place. Therefore, the City <br />should not pay all of the cost. <br />Blesener felt the situation was somewhat different from <br />the Payne Avenue overlay project, pointing out that in <br />that project the City was dealing with the life of the <br />street as well as improving the street to a higher <br />standard. Blesener stated that he was disappointed <br />that after the discussion that was held at the <br />neighborhood meetings, the area south of Allen was not <br />looked at more closely to determine to what extent it <br />should be included in the project. Blesener questioned <br />whether it was feasible to install drain tile in the <br />area of the walk-out homes, pointing out the limited <br />elevations there are to work with. Blesener felt that <br />ditches #1 and #2 should be cleaned out to the north of <br />Allen and as far south as possible. Ditch #3 should be <br />cleaned to the north, but Blesener was not sure it <br />needed to be cleaned to the south. On ditch #4, <br />Blesener felt storm sewer should be put in north of <br />Al1en, and the culvert on the south end corrected. <br />Blesener felt that TIF assistance should be used to pay <br />Page 13 <br />
