Blesener felt those properties that paid <br />for the culvert that was incorrectly placed, should get <br />credit for that cost when the improvements are <br />assessed. <br />Upon motion by LaValle, seconded by Blesener, the <br />public hearing was closed. <br />The City Administrator pointed out that regrading and <br />resodding will not solve all the problems in the area. <br />Saturated soils will still be saturated. The regrading <br />will get the area to drain so that it will dry out. <br />The Administrator pointed out that soil boring <br />information is missing at this time. <br />Mr. Lee did not feel Greenbrier properties should be <br />assessed. <br />The Administrator commented that if the drainage from <br />the Greenbrier properties does not flow toward the <br />ditch, then there is a valid argument for not including <br />these properties in the project. Assessments are based <br />on bene£its received, and if a property is not <br />benefited by an improvement, it cannot be assessed. <br />The Administrator pointed out that the extent of the <br />project has not been determined, and project design <br />work needs to be done. <br />Mr. Creel asked if a culvert could be installed along <br />3000 and 3006 Ontario as part of the improvement. <br />The City Enqineer replied that he will take another <br />look at the area. It may be possible to install an <br />arched culvert in this area, however the issue of the <br />cost would be something that would need to be <br />clarified. Installation of a culvert would cost quite <br />a bit more than just regrading the area. <br />LaValle asked the effect on the ditch once the <br />improvement is made if one or two property owners do <br />not maintain it. <br />The City Engineer pointed out that dumping grass <br />clippings into the ditch will impede the flow of water. <br />Blesener suggested that, if necessary, the City can <br />clean up the ditch and assess the effected property. <br />Collova asked how the City will determine the cost of <br />the improvement to each property. <br />Page 14 <br />
