MINUTES <br />CITY COUNCIL <br />JUNE 11, 1991 <br />Blesener asked the status of the Mark Malsam matter. <br />The City Administrator reported that £ollowing the last <br />Council meeting he contacted the local bank which <br />expressed an interest in working with Mr. Malsam. The <br />Administrator reported that this information was <br />conveyed to Mr. Malsam who informed him that he had <br />resolved his problem on his own. <br />THUNDER BAY The Mayor opened the public hearing to consider the <br />DRAINAGE making of a storm drainage improvement in the Thunder <br />IMPROVEMENT Bay area. <br />The City Engineer described the area in question, and <br />reported that drainage problems in this area are not <br />new. The area is very flat and storm drainage must be <br />tied into particular drainage ways. The Engineer <br />reported that his firm has looked at the way water <br />flows in this area, and for the most part it flows <br />north through a series of backyard ditches to a storm <br />sewer network. Drainage then flows into a pond and <br />eventually into the Interstate ditch system. <br />The City Engineer reported that when the area was <br />developed, the developer submitted a grading plan that <br />included backyard ditches. This was the only way to <br />drain the area since it is so flat and storm sewer had <br />been extended as far as it could go. The Engineer <br />reported that when development of the area occurred, <br />the houses were not constructed one after another down <br />the street. Therefore, monitoring of the construction <br />of the backyard ditches was more difficult. The <br />Engineer reported that 90% of the area is now <br />developed, therefore, the City is looking at these <br />backyard ditches with thoughts of correcting existing <br />drainage problems. <br />The City Engineer reported that City staff has held <br />neighborhood meetings with the area and has discussed <br />and looked at concerns raised at these meetings. The <br />Enqineer also reported that some engineering field work <br />has been done in review of the drainage problem. The <br />area has been broken down into four ditch areas, since <br />each of the four ditch areas is somewhat different. <br />The Engineer reported that City staff is approaching <br />the ditch corrections as an improvement, therefore, <br />Page 2 <br />
